guarantee programme – A learning journey 2002-05
Learning Guarantee Programme, though titled
as a “programme” is an “experiment”
that has potential to create reforms in examination, teaching
learning practices, parents / community participation in the
school and finally in the schools being accountable for learning
outcomes. Learning Guarantee Programme has a potential to
lead to a comprehensive “total quality improvement”
programme. The success of the experiment entirely hinges upon
the consistent and long term commitment of the top management
of the education department (irrespective of changes in the
leadership in the interim) to the concept of guaranteeing
learning in the schools. More

Organizations
For the first time in the country, Institute of Chartered
Accountants of India organized a workshop towards defining
guidelines for best governance, accounting & financial
reporting in the NPO / NGO sector. This conference was hosted
by Azim Premji Foundation. Leading Not For Profit Organisation
in the country, major developmental agencies and international
organizations attended the 2 day conference on Aug 09 - 10,
2002. The key speakers were drawn from a distinguished panel
of experts and the key note address was delivered by Mr. Azim
Premji. The idea for the conference was initiated by Azim
Premji Foundation in their discussion with ICAI.

| Launch
of the computer aided learning initiative in Tamil Nadu
The
Tamil Nadu Chief Minister, Miss Jayalalitaa, released
54 multimedia CD titles in Tamil produced by Azim Premji
Foundation at a function in Chennai on August 9, 2005.
These titles covering class 1 to 8 will be used in the
412 computer aided learning centres across the state.
These centres have been launched by Sarva Shiksha Abhiyan
in partnership with the state education department.
Azim Premji Foundation has teamed up with SSA to provide
CDs, training for block resource persons/ teachers and
assistance for monitoring and research.
The 54 CDs were received by the State Education Minister,
Mr. C.V. Shanmugham, and the function was attended Mrs.
Girija Vaidyanathan, Secretary, School Education, and
Mr. T K Ramachandran, I A S, SPD – SSA. |

Learning guarantee programme
launched in Gujarat
 Learning
Guarantee Programme has been initiated in two districts,
Sabarkantha and Banaskantha, both situated in the northern
tip of the state. While Sabarkantha borders with Rajasthan
in the Northeast, Banaskantha borders with Rajasthan
in the North.

Learning
guarantee programme Award function
Unlike 2003 and 2004, where all
roads led to a single venue to receive the LGP awards,
this year (2005) each of the eight education districts
of North East Karnataka had its own awards function.
The idea was to give an opportunity for all the participating
schools to take part. Thus, Bellary, Bagalkot, Bidar,
Bijapur, Gulbarga, Koppal, and Raichur, the eight districts
where the three-year pilot project of the Learning Guarantee
Programme was conducted, were the venues.

Review
Workshops on National Curriculum Framework 2005
Azim Premji Foundation in partnership
with the State Government of West Bengal, Vikramshila
Education Resource Society (Kolkata), Digantar (Jaipur)
and Eklavya (Bhopal) organized a series of 4 workshops
to facilitate and generate debate and discussion amongst
various individuals from state governments, SCERTs,
text book writers, DIETs, NGOs, NPOs, schools, and key
individuals to review and critique the National Curriculum
Framework 2005. We believe that National Curriculum
Framework 2005 is an important document for the transformation
of the quality of our elementary education. Therefore,
it must be debated as widely as possible, on the one
hand, to improve it, and on the other to build consensus
around it.

Feedback for Head teachers and SDMC presidents
Surpur, the headquarters of the
most backward taluk in Karnataka, was the venue of a
feedback session for Head teachers and SDMC presidents
from April 25, 2005 to May 6, 2005. The feedback pertained
to the evaluation of children from 303 Government Primary
Schools in the area which were participating in the
Child Friendly Initiative, a programme of Azim Premji
Foundation in partnership with UNESCO and the Karnataka

Computer Based Assessment (CBA) in Andhra Pradesh:
Some 50,000 children took part in
the Computer Based Assessment (CBA) for children participating
in the Computer Aided Learning (CAL) programme in four
districts. The CBA was held at centre/school, mandal
and district levels in West Godavari, East Godavari,
Kurnool and Visakapatnam districts and 19 children finally
made it to the state level contest held at Hyderabad
on Feb 28, 2005. One student each from class 1 to 6

Accelerated learning programme –
A guiding light

It
is 8 PM in Advi Bhavi village, about 500 Km from Bangalore
and in fact many miles from the Taluk Headquarters town.
In the open compound of the Lower Primary school, a crowd
of about 200 children, 100 parents and some village elders
have gathered together. On the makeshift stage, a mike,
loudspeakers and a TV has been arranged. The 16 minute
film “ Parihara Bodhane- Ondu Darideepa” is

Accelerated Learning programme

Bharati and
Savita (currently studying in class 5) and Basavaraj (currently
studying in class 4) are students of Govt. Higher Primary
School, Haglur Hosahalli, Siriguppa Taluk, Bellary district.
They were in the Accelerated learning programme last year
(2002-03). They attended the classes regularly and have
been mainstreamed this year after having attained the
prescribed competencies. |

Content
Chaitra, studying in 7th standard in Govt.
Higher Primary school, Hungenahalli in Malur Taluk, Kolar
District was curious and inquisitive, like any other child
of her age. She wanted to know more about her surroundings,
nature, animal and plant life. Chaitra was very curious about
the ‘BUTTERFLY’…. Is it a bird or an insect,
what does it eat etc. This curiosity was recognized by the
Young India Fellow in the Computer assisted learning centre,
who encouraged Chaitra to learn more about the butterfly by
developing Local Content. More
CD based learning
to children in e seva centres in West Godavari district
West Godavari district in Andhra Pradesh has started E seva
kendrams in 46 mandal head quarters of the district. These
kendrams initiated by the district government identifies Self
Help Groups and rural youth who are given training and other
support for starting and managing the centres. There are 46
centres, 15 run by SHGs and others by rural youth. These kendrams
offer a variety of services including collection of electricity
bills, issue of various certificates to the citizens, receiving
and forwarding complaints etc. These centres will now also
be used to provide computer assisted learning through CDs
to children in the age group of 6 – 14 years.
As part of the MoU, Azim Premji Foundation will provide the
educational CDs to these centres, besides providing training
to e seva kendram nirvahaks and RSDP nirvahaks on the use
of CDs for enhancing learning and management support on a
need base at the request of the District Administration .
Technical
Guide On Accounting And Auditing In Not-For-Profit Organisations
The Institute of Chartered Accountants of India and Azim Premji
Foundation had organized a two day National Conference in
August 2002 in Bangalore towards defining guidelines for best
governance, accounting and financial reporting in the NPO
/ NGO sector. As a way forward, the Research Committee of
the Institute has brought out a Technical Guide on Accounting
and Auditing for Not-for-Profit Organisations. The Technical
Guide discusses the salient features and principal requirements
of various Accounting Standards and the issues that may arise
in the course of the application of the Standards. Also discussed
are audit aspects and certain other facets of the NPO sector
such as peculiar features, technical and operational aspects
and applicable legal requirements etc.

The International Literacy Institute, located at the University
of Pennsylvania, Graduate School of Education in Philadelphia,
USA and Azim Premji Foundation have entered into a collaborative
relationship to respond to the growing need for human resource
development in the field of Elementary Education and literacy
in India. More specifically the common goals will include
inter alia literacy, education issues, new methods of teacher
training, resources and evolution methodologies, innovative
approach through intervention of technology in learning and
evolving more effective teaching learning methods and materials.
Launch of the Learning Guarantee programme
Mr. Azim Premji,
Chairman, Wipro Corporation inaugurated the Learning Guarantee
programme at Gulbarga on 23rd November 2002.
The programme, a joint initiative of Government
of Karnataka and Azim Premji Foundation covers nearly 10,000
government primary and higher primary schools in the 8 North
East districts of Karnataka. The 3 year programme is designed
to identify schools that demonstrate guarantee of learning,
analyse the success factors and communicate these to other

It was an inauguration with a difference when Dr. B.K.Chandrashekar,
the Honourable Minister for Education (Primary and Secondary),
